How can ports attract new markets, including those related to ‘blue growth’?

There is an ongoing transition in the ports industry, especially in those countries where ports are mostly government owned, towards a more entrepreneurial approach to port development. Some ports are more advanced than others, but when taking companies in other industries (e.g. companies that develop pharmaceuticals) as benchmark, the port industry has a long road ahead.

Central in entrepreneurial port development is taking initiative and risk.  In addition, ports need to identify opportunity spaces, areas where new investments are likely to create value for users and society at large. For ports, many of such opportunity spaces relate to ’blue growth’: one can think of LNG facilities in ports, facilities to serve offshore wind farms (installation & maintenance), facilities for the dismantling of offshore installations, as well as facilities to serve aqua farming and the like.

In all these cases, ports need to develop deep insights regarding new developments in these industries, engage with the industry to identify business opportunities and take risk and initiative to attract investments to the port. While for all ports the most attractive opportunities differ, the blue growth agenda hints at various types of activities that can be (or perhaps need to be)  developed in ports to achieve ’blue growth’. In that sense, ports may benefit from taking an active role in developing the blue growth agenda.
